How does this measure of racial and ethnic disproportionality in prison admissions vary in a sample of US counties? Figures 5.4 and 5.5 plot the distributions of racial disproportionality for White, Black, and Latino people admitted to prison from 2008 to 2016. Figure 5.4 breaks this pattern down into the four major regional categories of US Black disproportionality. The figure suggests a strong pattern of outliers, particularly in the Midwest, whereas White disproportionality remains very low compared to Black and Latino populations. Disproportionality is most similar across groups in the West, but in all four regions, the average level of disproportionality for Whites is .6; for Black populations it varies from 1.6 in the West to 4.9 in the Northeast, and for Latinos it ranges from .2 in the South to 1.1 in the Northeast.
